The charges against these defendants are brought in the name of the people of the United Kingdom. From in or about May 1997 until in or about May 2008, inside the jurisdiction of the United Kingdom, the defendants, “New Labour”, did engage in a conspiracy with others, known and unknown, to make the people of the United Kingdom financially dependent on the State, and acted in furtherance of the object of their plan by covert acts.
